WHAT:
Assemblyman Tim Donnelly, of Twin Peaks, will host a rally and press conference regarding Assembly Bill 26, the "Secure Immigration Enforcement Act."
Special guest, Arizona State Senator Russell Pearce, who was instrumental in passing Senate Bill 1070 in Arizona, will be speaking at the rally.

BACKGROUND:
Assembly Bill 26 would help law enforcement manage illegal immigration in the State and fulfills Assemblyman Donnelly's campaign pledge to introduce a bill similar to the Arizona immigration law, in California.
This measure would, among other things, end sanctuary cities and enforce immigration laws against employers who knowingly hire illegal aliens, which will free up jobs for citizens and eliminate incentives for people to come here illegally. Additionally, this measure will make illegal presence in California punishable by a misdemeanor, and increase the penalty for criminals that traffic illegal immigrants into California for the purposes of sexual slavery to life in prison.

California — Looking at the issue of illegal immigration, one California bill is focusing on the people who employ undocumented workers and policies that interfere with immigration enforcement in order to curb the practice.
Assembly Bill 26, introduced by Assemblyman Tim Donnelly, seeks to prohibit policies that interfere with the enforcement of federal immigration laws or the reporting of an individual’s immigration status.
For any governmental agency that institutes such a policy, the bill states, there would be a civil penalty between $1,000 and $5,000 assessed for each day the policy remains in place.
The bill also explicitly prohibits “knowing or intentionally employingâ€NO AMNESTY

The only two days of the year that I can't go There needs to be a very large turnout for this. Anybody In California that can possibly attend needs to be there

Donnelly sets rally for bill
Plan would bolster immigration laws

Assemblyman Tim Donnelly today will host a rally to gather support for his immigration-reform bill, which is similar to a law that garnered much attention last year in Arizona.
Donnelly, R-Claremont, in December introduced the Secure Immigrations Enforcement Act, or Assembly Bill 26, which is expected to be heard Tuesday by the Judiciary Committee.
The rally will be held at 2 p.m. today on the steps of the state Capitol in Sacramento.
"Our hope is that the strong support of the bill will draw attention to the Legislature to a critical issue that affects every Californian," Donnelly said. "We hope this won't be just a party-line vote and that the legislators on the committee will see how critical the issue is to the state of California."
According to Donnelly's office, the bill aims to help law-enforcement officers manage illegal immigration in California.
The bill would forbid cities from enacting "sanctuary" policies to protect illegal immigrants and would force employers to follow immigration laws. This would free up jobs for citizens and eliminate incentives for people who come here illegally, Donnelly said.
A.B. 26 would also make it a misdemeanor to be found in the United States illegally and increase the penalty for criminals who traffic illegal immigrants into California for the purposes of sexual slavery.
The bill would also:
Make it illegal to limit enforcement of federal immigration laws.
Prohibit an employer from knowingly employing an illegal immigrant.
Require law enforcement to attempt to verify legal status of people arrested and suspected of illegally living in the country.
Make it a misdemeanor to encourage an immigrant to come to California illegally.
Require a peace officer to impound a vehicle if it is determined the driver is unlawfully in the United States.
Benjamin Avila, a student social- justice leader with the Cesar Chavez Center at Cal Poly Pomona, said he doubts the bill will become law.
"I really don't think this will come to California," Avila said. "I think Arizona is a more conservative state, so something like that in California wouldn't happen."
Natalie Diaz, also a social-justice leader, said such a law would be harmful.
"It would impact our communities," she said. "We live in Latino communities, and it's harmful to our communities because we all work here and help each other out."
The Arizona immigration law, signed by Gov. Jan Brewer last April, requires police investigators to ask people about their immigration status if they have "reasonable suspicion" the person is in the country illegally. It also makes being in Arizona illegally a misdemeanor and prohibits seeking day-labor work along the state's streets.
Donnelly's bill differs from the Arizona law in two aspects:
Anyone caught trafficking minors into California for the purposes of sexual slavery would face life in prison.
Ten years would be added to the prison sentence of anyone found guilty of smuggling a woman into California and raping her.
Donnelly represents the 59th District, which includes all or parts of La Verne, Claremont, Apple Valley, Crestline, Hesperia, Highland, Lake Arrowhead, Redlands, San Bernardino and San Dimas.
