RE: tigta.treas.gov complaint no: 55-1004-0019-C issued to Damon Bame

On the date of this email, complaint is amended as presented below.

1. Department of Homeland Security, and its relevant agencies, have committed negligence in their duties to stop the flow of illegal immigrants into the United States, as represented in a speech the week of April 23, 2010 by the President of the USA; and as represented de facto by the tens of millions of illegal or undocumented immigrants residing in the USA; and as represented by the considerable damage to citizen residents caused by said invasion of illegal immigrants;

2 And, when that is coupled with IRS policies, which enable off-the-books job hoarding by the illegal residents, which enables rent competition that drives up the price of rentals for citizens, and which enables income tax evasion by the illegals, the citizen residents are damaged significantly by the negligence, lack of due process and unequal treatment violations by said agencies.

3.Penalty is petitioned to be granted by DHS & IRS to each aggreived citizen who files for redress via documentation, with a minumun $1000, up to a maximum of $10,000 award (penalty violations).

4. Claimant represents a class of 'citizen residents' versus a class 'illegal immigrant or undocumented residents', so those two terms 'may' replace the terms 'citizen(s) or illegal immigrants or undocumented immigrants or aliens'.

5. It is claimed that the DHS and the IRS have enabled illegal or undocumented residents to damage citizen residents in a number of financial and/or economical ways.

6. The DHS and the IRS have not allowed or have impeded or have blocked any due processes where any damaged aggreived citizen residents should, by constitutional law, have the right to petition the government for their damages and grieviences. (Not all citizens who are damaged will feel aggreived; or want redress, but that does not diminish the damage to the aggreived ones, according to law.)

7. In one way where a damage was accrued, using myself as the first case, an IRS agent wrote me that she would get back to me with the specific amount I owed the IRS, after she had conducted her 'research' on me. On average, what are the man-hours spent, or have been spent during the past allowable years, per citizen being investigated. What is the total cost to citizen resident tax payers over the last few allowable years.

8. Of the estimated 20-40 million illegal residents in the US, what man-hours per illegal resident have been spent by the IRS on tax investigations, and what cost does this translate into, on average, per illegal resident, and what is the total cost for the last few allowable years..

The difference between the two above totals is part of class action 'unequal treatment' damage done to citizen residents by the IRS's unconstitutional policies.

9. After the DHS has allowed tens of millions of illegal or undocumented immigrants to flood our country, the IRs has not provided a process whereby the aggreived citizen residents can inform on illegal residents with regard to tax obligations and this is a violation by the IRS of the citizens 'due process' and 'equal treatment' since these citizens are being impacted in a negative economic way with the illegal residents driving up the price of the rental homes in the same neighborhood (because they have more disposable income from not having paid income tax and because they present more competition for homes for citizens), or because they are taking jobs away from citizen residents.

10. In the future, illegal residents and expert witnesses are questioned in the courtroom as to what percentage of the illegal or undocumented immigrant residents would leave this country if they could not work, could not get any tax payer benefits and had to pay all incomes taxes, insurance and license fees. A figure is determined for class action purposes, and a determination of damages. (For this claim, non-federal fees and taxes are only presented as related to the DHS negligence and 'the making it easier for illegal residents to stay here and drive up prices of rental homes & take jobs--jobs that are mostly not monitored by the IRS.)

11. Regarding the Homeland Security negligence & the IRS's due process violation and unequal treatment of citizens, punitive damages will be awarded damaged aggreived citizen residents.

12. Just two examples of damages citizens may aggreive in their petition to the goverment, are:.

Aggreived citizen resident may, after providing documentation:

a) Estimate what the diferential would be in their rent if all of the illegal or undocumented residents in their neghborhood had to leave the country. (multiply result times 12 x years).

b) Estimate how many of their unemployed hours would have become employed hours if all of the illegal or undocumented residents in their neghborhood or surrounding area had to leave the country, based on claimants past work history. (multiply results times minimum wage or average of past allowable years of wages).

13. The Plaintiff of this complaint/claim (now called the aggreived citizen resident A1) claims the following damage:

a. Plaintiff/aggreived citizen resident A1 claims that $300 per month is the amount of rent forced up because of increased supply of rental applicants, and the illegal residents having more disposable income caused by not paying income taxes. ($300 x 48. That's $14,400.)

b. Plaintiff/citizen aggreived resident A1 claims the additional greivance/damage because of having to move because of higher than normal rents, while the illegal residents get to stay. "Unlawful loss of home from unequal treatment" -- the damage is put at $6000

c. Lost job opportunities to illegal residents by claimant A1 is currently at $5,000, and contining.

d. Aggreived claimant/citizen A1 claims the maximum on penalty. That's $10,000 for harrassment of him by illegal or undocument resident neighbors, docutment with Sheriff's department.

14. The total of 'A1' claim against IRS and Treasury Dept for their descrimination (unequal treatment under the law) is: $14,400 + $6000 + $5000+ 10,000 or $35,000.
