SOUTH BEND -- Republican congressional candidate Tony Zirkle wants to solve the problems created by deadbeat dads and illegal immigration by reintroducing the draft.

Under Zirkle's plan, the draft would be reintroduced for child support dodgers. "The first to be drafted will be those who have children out of wedlock with 20 or more women," Zirkle said in a Friday news release.

Instead of being drafted for military service in Iraq, Zirkle proposed that the conscripts be placed on Mexican border patrol duty, where their wages would be garnered to pay their child support.

The suggestion was the latest from Zirkle, an attorney, who is in his second primary election effort to unseat Republican incumbent U.S. Rep. Chris Chocola, R-2nd.

"Once the border is more secure, I would then propose a one-time final amnesty for all those who can prove they are in the U.S. as of a certain date," Zirkle said.Those given amnesty would receive five-year visas as guest workers. If they pass the English test and avoid criminal activity, they would be granted full U.S. citizenship at the end of the five years, Zirkle proposed.

Zirkle said the current "alpha male fornicate-impregnate-evacuate culture" glorifies irresponsible male behavior.

"By drafting these hyper 'orphan-siring' alpha male irresponsibles, we will take a major bite out of crime and poverty over the next generation and produce a massive tax cut in social costs," Zirkle said.

The Republican candidate said he would also consider drafting nonviolent criminals and sending them overseas to do routine chores, thus relieving military troops for more highly-skilled tasks.

Earlier in the campaign, Zirkle announced his willingness to debate the idea of bringing back the guillotine for those "porn-pimps" who prey on children under the age of 12.Zirkle said Friday that he was "just trying to spark debate" with the guillotine proposal which, he said, got a lot of coverage on the Internet.

In the Internet response, Zirkle said, women seemed more favorable to the idea than men, and some women suggested cutting off something other than the offender's head.
