In a Nashville News Channel 5 exclusive investigation, U.S. Congressman Diane Black (TN-06) voiced her outrage and offered solutions to combat a nationwide problem of illegal immigrants defrauding the American taxpayer by filing bogus tax returns. To combat this national problem that is costing taxpayers billions of dollars annually, on February 8, 2012 Congressman Black cosponsored H.R. 1956 that would require valid Social Security numbers in order to claim refundable child tax credits. This bill was later included in a package of spending reforms that passed the House on May 9th and awaits action in the Senate.

To address a similar abuse of taxpayer dollars involving education tax credits, on April 17, 2012 Congressman Black introduced H.R. 4372 that would require tax filers seeking these credits to provide a valid Social Security and school identification numbers. The Treasury Inspector General for Tax Administration reported that 2.1 million people claimed $3.2 billion in educational tax credits in 2011 without providing a valid Social Security number.
