    Rosa Flores showed up at WestView Women’s and Family Medical Center in the spring of 2008, poor, uninsured and pregnant with her first child.

    A financial counselor at the West Valley City clinic told her how to apply for Baby Your Baby, temporary Medicaid insurance that pays for up to two months of prenatal care.

    As an undocumented immigrant from Mexico, the 21-year-old was not eligible. And she didn’t have a Social Security number, which applicants are asked to provide.

    Neither barrier posed a problem.

    The clinic counselor urged her to claim, “Yes, I’m a legal resident,â€

    State health officials defend the practice even though many of the numbers they’ve handed out could match the Social Security numbers of people in Maine and New Hampshire. They say they cannot challenge applicants who claim to be legal residents who have lost, forgotten or never owned a Social Security number."

    What a bunch of crooks!

    You see this everyday just on head line news last night they show how illegals steal ss.# from babies and parents dont even know it until the child grows up and tries to get a job or buy a car then they find out they already owe a bunch of money on loans illegals have already taken out on their ss.#.They news crew confronted two of these men both hispanic could hardly speak english one working in a auto body shop one working at big department store,when confronted them with translator both of them denied it and told crew to talk to their attornies.Thats BS they should be arrested and the worst part of it is they were both using the same ss.#and this poor 18 year old girl cant get a car loan because her credit shows her owing 170,000.oo dallors thats sad.

    Pregnant illegal aliens should be reported and then deported. Instead they are given free prenatal care and then deliver their anchor baby shortly thereafter.
    Prenatal care is not emergency care; why are illegals entitled to it??

    If you look into it deeper you wil find that one of the driving forces to this policy was the LDS Church. Many of their kids are unregistered and no SSN's This was a common practice years ago and continues today. I think that every person in Main and NH who has had their ssn given out to an illegal sue the state of Utah for ID theft. Also any person who received a false ssn there be checked for citizenship and deported if found to be illegal.

    Stolen: an estimated 50,000 ss#'s from Utah children and apparently millions more nationwide.

    And the victims and their parents? They have to do all the work and pay for all the expenses related to cleaning up their children's credit reports.

    Illegals also use their own anchor babies socials simply by naming their children after the parents. Same names, same socials.

    Utah health officials are considering tweaking a decades-old practice of handing out nine-digit identifiers to Baby Your Baby applicants who claim not to have Social Security numbers.

    The move comes after it was revealed that some of the ID numbers were issued to undocumented immigrants who aren’t eligible for the prenatal program Â*— and that the numbers bump up against real Social Security numbers belonging to people in the Northeast.

    There’s talk of “tweaking the digits a little, not a full-scale move from nine digits,â€

    Baby Your Baby IDs causing problem

    SALT LAKE CITY — Some numbers being assigned to uninsured women in Utah's Baby Your Baby program may be Social Security numbers belonging to other people.

    Michael Hales, Utah Medicaid director, says his office is now trying to remedy the problem.

    In one case, a Maine man's Social Security number has been used as a Baby Your Baby ID number for an undocumented pregnant woman. Ricky Bonneau, a deputy police chief in Skowhegan, Maine, says the number appeared with three digits, a dash, two digits, a dash, and then four more digits.

    "To look at this, it certainly has the outward appearance of a Social Security number," Bonneau said Friday.

    It happened at the WestView Women's and Family Medical Center in West Valley in 2008.

    To the woman, it was a 9-digit ID number to receive benefits. The Baby Your Baby program grants uninsured pregnant women Medicaid insurance to cover as much as two months of care.

    To Bonneau, it has been a recent source of unease.

    "I don't believe that anything was ever jeopardized there, but it's kind of an oddity," Bonneau said.

    The Utah Attorney General's office also confirmed no fraudulent activity had taken place in Bonneau's name.

    The numbering problem is a component of a legal issue between the WestView center and the state.

    Prosecutors at the Utah Attorney General's office have been investigating the center since November 2009, over claims it had been enrolling its patients in the Baby Your Baby program unlawfully for five years.

    "The state of Utah has alleged the clinic and its owners were complicit in this and were aware of it. Our position is we had a rogue employee," said attorney Sam Meziani, who represents two of the center's owners.

    Assistant attorney general Robert Steed confirmed Friday the investigation is ongoing. No charges have been filed.

    Meziani suggests the state is using the 9-digit system as an easy way to avoid turning away undocumented pregnant women.

    "I think it was swept under the table and that's what you see here with these facts," Meziani said. "It's obviously not working. It formed the basis for claims against our clinic, which we believe are unfounded."

    State officials would not comment on anything that is part of an active investigation, but they flatly denied the allegation they were scheming to admit illegal immigrant women into the program.

    "No one in our organization encourages people to somehow defraud the system," Hales said, citing several checks his office employs to prevent fraud.

    Hales said the state believed the numbers issued were in a free range, and he said they were never intended to be Social Security numbers. As it turned out, Hales' office has learned some of the numbers are in fact being used by the Social Security Administration.

    The Utah Medicaid office is currently working toward a fix.

    "We need to go back and make sure we have unique identifiers that would be different," Hales said.

    While some other states use 10-digit systems, Hales said switching out Utah's entire system would be more prone to further complications.
