Section 9.

The migration or importation of such persons as any of the states now existing shall think proper to admit, shall not be prohibited by the Congress prior to the year one thousand eight hundred and eight, but a tax or duty may be imposed on such importation, not exceeding ten dollars for each person.

Under the US Constitution, STATES are responsible for immigration, NOT the Federal Government. The Federal Government has no constitutional authority to admit even 1 immigrant into the United States, not one. The Federal Government only has the authority and power after the year 1808 to prohibit migration into the United States, not to admit it or permit it or allow it or fund it.

All the so-called phony "Constitutionalists" who vote for visas and green cards and work permits and guest worker programs and all the other immigration BS are violating the US Constitution in word, spirit and purpose. They all should be recalled, kicked to the curb, Presidents impeached and removed from office,and federal judges upholding this illegal crap all prosecuted and sentenced to long terms in prison for the havoc, chaos, poverty, death, turmoil, heartbreak and debt their deliberate illegal and unconstitutional acts have caused our poor country and suffering citizens.
