    A state policy on ID’s

    For undocumented immigrants, state-issued identifications remain out of reach and consulate documents are not always an alternative, or accepted. This locks them out of opening accounts at banks and accessing other services.

    Because of this vulnerability, immigrant advocates have made on-and-off calls for a municipal ID. Those calls have now gained momentum with a New Haven, CT plan to issue an ID card that would allow any resident there to access multiple services, from municipal meters to libraries.

    The initiative has spurred Queens Councilman Hiram Monserrate to introduce a proposal for a New York City ID. While public hospitals here, for example, are accessible to all New Yorkers, Monserrate says a city-issued identification card would cover all bases.

    Monserrate’s proposal, supported by more than 20 of his colleagues so far, aims to fill a gap for undocumented immigrants. It also deserves rigorous discussion and development to avoid any unintended consequences. The ID card, if it were to gain ground, should not become the mark of an undocumented immigrant. Buy-in and use from a wide pool of New Yorkers and institutions is needed to ensure that the ID does what it is supposed to do – broaden access to services.

    Any municipal ID plan would have to include a host of assurances around privacy and other concerns. But with immigrants residing in communities across the state and flowing throughout its counties to work, a larger plan is in order. A state policy that factors in privacy and safety, and extends an opportunity for official identification to immigrants would sweep through efforts to block those without required paperwork from certain services.

    With immigrant advocates in talks with the state, that policy could be—and should be— closer to emerging.

    It cost about a quarter of a million dollars to start a program like this. It's not going to snowball because it's a waste of money.

    Ant it is also against at least 8 federal laws. The citizens of New Haven should start a law suit against the mayor and the town for using their taxpayer funds on a program that is unlawful!
