    A lot of times, cities will not act on a code violation unless someone complains.

    Maybe a way Americans could get something done is to actually know the codes of their cities and make a complaint everytime there is a trash pile, excessive cars, too many people in a home, etc., etc.

    Old story--
    A small town I know has the usual street of large victorian type houses. These houses are so expensive to maintain (first hand knowledge). A lady sculptress wanted to purchase one and open a bed and breakfast, but wanted to put a few of her pieces of art for sale also. NO WAY! Zoning didn't permit it.

    Now this lady was willing to pump a lot of money into restoring this house and it would have added to the town - but they wouldn't let her offer her work for sale there.

    She backed out.

    Just a short time later, I was driving down that same street, about 2 blks away, and there in front of a smaller older home, was a big cardboard sign, with spray painted letters 'Auto Mechanic (in back)'. This house had been for some time a place single illegal men rented. This sign stayed out front, their auto shop stayed in business for some time.

    Later some of the occupants decided to begin a slaughtering business. They slaughtered and processed animals in the back yard, just dumping the 'left overs' on the ground. A neighbor told me the stench was unbelieveable and it took several phone calls and quite some time to get the city to do anything about it.

    Sometimes LE has to be 'led to the water and made to drink'.
