    Sen. Lugar will NOT support the billl unless their is an open amendment process. If Harry Reid fills the tree and allows now amendments or debate the Senator will not support it.

    One of the points I am making in calling is the lack of due process -- i.e. full hearings, amendments, extensive floor debate etc. That seems to be a winning argument.
