    Rather, Cornyn said, some fencing might be constructed in heavy populated areas, allowing Congress to spend some of the $3 billion allocation passed yesterday by the U.S. Senate for additional Border Patrol agents, immigration enforcement and advanced technology.

    Sen. Arlen Specter, R-Pa., said he is circulating a plan that would grant some legal status to illegal immigrants but would stop short of giving them citizenship.

    That approach ‘‘would take the teeth out of the amnesty argument,’’ Specter said
