Simply take away the reason for them coming here, make it a Felony to Employ them, No more Welfare, No Nothing, they will leave on their own. This too would take time but atleast it would cost the Taxpayer little. The law enforcement cost could be offset by subtracting it from the Foreign Aid Mexico gets from us as well as other Central American Countries. Just starve them out.

Add to that: Exclude illegals from free emergency room medical care.
