Today the Southern U.S. border is an open highway for those seeking to enter the United States without inspection.

Criminal gangs, especially Hispanic gangs, erroneously consider border crossing without inspection a constitutional right afforded them somehow by the U.S. Constitution, an opinion on which the Obama administration seems to concur.

Hispanic gangs are now the most powerful criminal operatives in the United States and in much of the world. The U.S. Department of Justice (DOJ) National Gang Intelligence Center (NGIC) and the Federal Bureau of Investigation (FBI) estimate that 80 percent of U.S. crime is committed by gangs, including murder, rape, kidnapping, violent assaults, torture, robbery, and identity theft.

Criminal gangs are multiplying and successfully recruiting Hispanics born in the United States and abroad. Islamist terrorists have reached an accord with gangs for assistance in entering the United States without inspection.

Considering fluency in Spanish an advantage, Islamist terrorists are adopting Hispanic personas. Several gangs now specialize in serving as mentors to Islamist terrorists.

The DOJ estimates that a million gang members operate in the United States in gangs such as MS-13, the Bloods, the Crips, Sur-13, Mexican Mafia, Latin Kings, Surenos, Kurdish Pride, and Mexican Posse.

Among gang members are illegal aliens and those born in the United States of illegal alien parents. The United States is infested with these gangs, many of them interlocked and many international in scope.

The U.S. Border Patrol, in one week (March 25-31) arrested 11 previously deported gang members attempting to re-enter the United States. Since the Border Patrol estimates that for each apprehension, at least five illegal crossers succeed, during that week in March perhaps 55 previously deported illegal aliens re-entered the United States.

Gang members and terrorists use forged Social Security cards, driver’s licenses, and matricula consular ID cards. The Mexican government has opened an office in California for the specific purpose of distributing matricula consular cards to all comers.

U.S. federal and state agencies accept as proper identification these IDs — real or forged — so as not to offend the sensibilities of Mexicans or of Muslims adopting Mexican personas.

Mexican officials acknowledge that Spanish and Islamist terrorist groups are operating in Mexico and that some of the Islamist groups have been in Mexico since 2001. The Assistant Director of the FBI Office of Intelligence testified at a 2007 House Judiciary Subcommittee hearing that matricula consular ID cards enable terrorists to move freely within the United States without triggering watch-lists.

The FBI considers MS-13 the most violent and least understood of the criminal alien gangs. As the dominant gang in the United States and in many parts of the world, MS-13 has adopted Islamist terror traits such as beheading and dismembering bodies as a warning to all people, including law enforcement. Across the nation, states are either fighting or yielding to illegal alien gang rule.

Arizona. Before passing the SB 1070 bill (Support Our Law Enforcement and Safe Neighborhoods Act), the Arizona state legislature heard testimony from many of its citizens, among them ranchers whose land abuts the U.S-Mexico border. The hearings showed that the Arizona border with Mexico is out of control and that illegal aliens, drug smugglers, and gang members cross the border at will.

California. In April 2010, the La Habra police arrested a Hispanic gang member for the 2006 shooting of an African-American college student. The police advised that the Hispanic gang disliked African-Americans and that the shooting was without provocation. In Los Angeles, the County District Attorney and Superior Courts decline immigration enforcement actions involving gang members as a matter of policy. Los Angeles is a sanctuary city, where a spokesperson proudly states, “We treat all undocumented persons no differently than anyone else.â€
