MCSO: Illegal immigrant tried to use fake ID to gain access to power plant

MARICOPA COUNTY, Ariz. -- Deputies with the Maricopa County Sheriff’s Office have arrested an illegal immigrant for allegedly attempting to enter the Palo Verde Nuclear Power Plant with false identification.
Nestor Martinez-Ochoa, 40, was taken into custody Wednesday morning on charges of using false ID and criminal trespass onto a commercial nuclear generating station.
Deputies were called to the plant after a member of Palo Verde’s security suspected that Martinez-Ochoa’s Arizona driver’s license was fake.
Martinez-Ochoa, who had been deported four times prior to Wednesday’s arrest, was interviewed by Sheriff’s Human Smuggling deputies and reportedly admitted that he was in the U.S. illegally and using a fake ID.
Martinez-Ochoa also revealed that he was an employee at a construction company.
Information provided by plant personnel has led deputies to believe that Martinez-Ochoa may have previously made it onto plant grounds, although not in a protected area.
“To a large extent, security at this nuclear power plant worked. Still, an illegal immigrant nearly gained access today into this facility and may well have been on the grounds previously,” said Sheriff Joe Arpaio. “This raises the question: how safe is Palo Verde really if an illegal alien can gain access to this nation’s largest nuclear power facility.”
Arpaio has ordered his deputies to investigate the construction company that hired Martinez-Ochoa.
Wednesday’s arrest isn’t the first time that an illegal immigrant has been arrested for trying to gain access to the Palo Verde Nuclear Power Plant.
Deputies also arrested Cruz Loya Alvares in July of 2011 for trying to use a fake ID to get onto the plant grounds.

Undocumented immigrant with fake ID arrested at AZ nuclear plant

Authorities said a man has been deported after trying to get into a nuclear power plant with a fake ID.
"It's just not a smart thing to try to violate the security of the nuclear power plant," said Jim McDonald with APS.
Maricopa County Sheriff Joe Arpaio said Nestor Martinez Ochoa, 40, was taken into custody early Wednesday morning.
Palo Verde Nuclear Power Plant security personnel suspected that the Arizona driver's license that Ochoa had was fraudulent. When Ochoa was interviewed, he admitted the ID was fake and that he was in the U.S. illegally.
Ochoa said he worked for a construction company. Deputies believe Ochoa may have been on the grounds before but not in the protected area where the reactors are located. APS said the plant has layers of security.
"They get increasingly more intense as you get to closer the center which is where you'll find the protected area," McDonald said.
McDonald said the vehicle checkpoint where Ochoa was stopped is a mile away from the reactors, and that his work site is a quarter mile away from them, so Ochoa never posed a security threat.
Ochoa was booked into Fourth Avenue Jail on charges of using a false ID and criminal trespassing.
MCSO said they're investigating the construction company that hired Ochoa.
This is the second time in just more than a year that an undocumented immigrant has been caught trying to get on the power plant grounds with a fake ID, according to MCSO.
Last July, Cruz Loya Alvarez was arrested and booked for similar charges.
"We always look at ways to improve our security," McDonald said.
MCSO said Ochoa has already been deported four times but ICE says they only have record of him voluntarily returning to Mexico back in 2000. Now it'll be up to them whether he gets deported. APS meanwhile said they meet with the construction company that hired Ochoa Thursday.
