DAYTON, Ohio (AP) – Officials have given unanimous approval to an Ohio city's "immigrant-friendly" plan aimed at bolstering a shrinking population.
Dayton Mayor Gary Leitzell read a statement during Wednesday's city commission meeting saying the Welcome Dayton program is not about harboring illegal immigrants or drawing them into the city. He says the focus instead is on treating all people kindly, fairly and humanely.
The Dayton Daily News reports the plan was approved by commissioners 4-0. Its backers have said it could lead to the creation of a new international marketplace and a new city identification card for residents who can't get a driver's license or a state ID.
Dayton Human Relations Council Director Tom Wahlrab says a next step is to set up a volunteer committee to help get the program going.

I went to this meeting. Ten people spoke about the "Welcome Dayton Program". Nine of them spoke glowingly about Dayton, returning to Dayton, the wonderful immigrants of Dayton, the evils of Hazelton, PA and I spoke about the dangers of a municiple ID card and how the local police shouldn't make "immigration decisions", but perform a basic warrant check for everyone arrested, by sending their fingerprints to the FBI, which shares them with ICE.
One of the council members stated many "out of town" calls and emails had been critical of the "Welcome to Dayton Program".
Dayton, is like our California.
They give anybody that wants to address the council, three minutes. You merely fill our a form, with your name, address and topic.
