    "As a Texan, I have a duty to say Mr. Cornyn and this administration, 'You are wrong,'" Noriega said.

    "The way we get out of there requires changes in policy," Noriega said.
    Noriega also addressed immigration issues, putting emphasis on the need to know "who's here, where they are and what they are doing."

    "Having said that, we've got a lot of folks in the shadows, in this underground society," Noriega said. "We've got to have a process to get them out of the shadows and legitimate."

    DREAM ACT 2001

    State Representative Noriega passed a Texas version of the DREAM Act in 2001, which subsequently has allowed over 10,000 Texas children access to college and set them on the path to becoming educated, productive, and taxpaying Texans.

    Too bad Americans were not active in 2001. Americans could have defeated this bill.
