    Stafford Decides How Many People Can Live in Home
    Stafford County has limited the number of unrelated people allowed to live in a single-family home. The Board of Supervisors voted that only four people, not related by blood, marriage, adoption or guardianship, are allowed to live in a home. The vote did not include group homes, such as those for the handicapped. The 5-2 vote comes after several residents complained at an Illegal Immigration Task Force public hearing about driveways overflowing with cars, according to the Free Lance-Star. The decision also included a definition of a family as "a group of people living together as a single housekeeping unit."

    Alot of these ARE related by blood or marraige......don't see how that helps. I thought for health and safety we already had rules concerning footage, sewer and all. Number of bedrooms etc. Guess they are trying but so many are brothers, cousins, uncles, brother-n-law etc.

    Sounds like they are governing people not related , such as flophouses

    I dont understand. What happens if they ARE ALL RELATED? Does that mean 20 family members can live together in a 2 bedroom house? Does that mean that 10 of them can park their cars all over the front lawn? What GOOD does this law do?

    Well, it was a good try anyway, I suppose but here is exactly what will happen:

    All the unrelated people living in a home will claim to be related and there is absolutely no way whatsoever that Stafford County will have of proving otherwise.



    They are better off just sticking with the usual ordinances restricting residency based upon square footage, parking, etc.

    Stafford County leaders believe the eyesores generated from overcrowded homes and driveways are enough of a problem that they passed a resolution limiting the number of people who can live under one roof.

    "I think it is ridiculous. Who is to say who can live with who," said Stafford County resident, Anthony Guinn.

    Another resident, Tony Sprouse agrees with the county saying, "It's just too many people living in one neighborhood."

    The new ordinance says no more than four unrelated people can live in the same residence. Those related through blood, marriage, adoption or guardianship are OK, along with unmarried couples with children.

    "I've gotten complaints of 10 to 15 people in a house," said Board of Supervisors Chairman, George Schwartz, who supports the concept behind the change, but voted against the ordinance. "I felt it was too restrictive and didn't reflect modern times," said Schwartz.

    Some said the legislation unfairly targets immigrant communities, but supporters said it's a reasonable tool to deal with a small number of problems. Some supervisors said overcrowded homes are safety concerns because they violate noise ordinances and cause streets to be dangerously overcrowded.

    In fact, a number of area jurisdictions including Spotsylvania, Prince William and Loudoun counties have instituted similar regulations--some equally as strict--others more strict.

    In Stafford County; however, officials said they will not enforce the regulation until they receive a complaint.
