Ex-Texas immigrant detention guard arrested

GEORGETOWN, Texas—The former resident supervisor at a central Texas immigrant detention camp was arrested Thursday and accused of fondling female detainees en route to their deportations.
Williamson County deputies arrested Donald Charles Dunn, 30, in Austin just before 5 p.m. and charged him with three counts of official oppression and two counts of unlawful restraint, according to a statement from the Williamson County Sheriff's Office. Bond was set at $35,000.

No attorney was shown in county jail records for Dunn.

According to the statement, three women told investigators that they were fondled during unscheduled stops while Dunn was driving them from the Hutto camp to Austin-Bergstrom International Airport for deportation.

The statement said Dunn told detectives that he fondled the women under the guise of frisking them, and that he had done so numerous times while a transport officer. The first report came in May.

The camp's private management company, Corrections Corporation of America, subsequently fired Dunn and then reached out to other possible victims, according to the statement. A message left with a CCA spokesman was not returned Thursday night.

A spokesman for U.S. Immigration and Customs Enforcement said at the time that CCA had been placed on probation pending the investigation's outcome. ICE ordered CCA to make changes, including not allowing male guards to be alone with female detainees.

A message left for ICE after Dunn's arrest wasn't immediately returned.
Hutto was a former prison before it became a facility to hold families, often children and their parents, who were to be deported. The Hutto camp was the subject of numerous complaints of abuse and neglect.

As part of President Barack Obama's immigration detention reforms, ICE ended the family detentions at Hutto and converted it to a facility to hold only woman facing deportation. As part of the plan, ICE officials said they would step up monitoring at their largest detention centers, removing that role from private companies that operate the facilities under contract with ICE.
