    Next to our elected officials, the non-profit, taxpayer subsidized organization CASA of Maryland is the biggest promoter and facilitator of illegal aliens in Maryland. CASA receives millions to run Day Laborer Centers, provide “education, language and health care” services and more. CASA also organizes events and protests to promote their illegal alien agenda as well as uses their legal staff to sue American citizens and businesses. CASA’s agenda undermines our communities, economic well-being and families. CASA activities need to be continually questioned and challenged in the press and media, and at public events until all taxpayer dollars for CASA programs are terminated.

    THE FACTS ABOUT MARYLAND IN-STATE COLLEGE TUITION FOR ILLEGAL ALIENS

    On May 10, 2011 Governor Martin O’Malley signed SB-167 into law, granting illegal alien college students the same in-state tuition rate normally reserved for citizens of Maryland. A petition signed last summer by over 110,000 Maryland citizens blocked the law from going into effect. On November 6, 2012, Maryland’s voting citizens will choose whether to reject this controversial law via Referendum #1.

    SB-167, the so-called “MD DREAM Act,” forces taxpayers to subsidize a significant portion of the college tuition costs for illegal alien students in state colleges, universities and community colleges. Supporters of SB-167 use highly emotional and misleading arguments to justify their position, rather than rational considerations such as economic and financial impacts, fairness, legal requirements and just plain common sense.
    Below is a list of common arguments used in support of in-state tuition for illegal aliens — as well as the relevant facts which all Maryland citizens should know before committing their vote on November 6.

    1. The MD DREAM Act will help the children of immigrants afford college.
    The facts…
    First, any child born in the U.S., including children of illegal immigrants are automatically citizens and are already eligible for in-state tuition if they meet Maryland residency requirements. Permanent non-citizen residents (i.e., Green Card holders) are also eligible for in-state tuition. SB-167 benefits only students who are illegal aliens and does so via taxpayer-funded tuition breaks.
    Finally, college students are not “children.” They are young adults, old enough to drive, work, vote, marry, own a home and join the military.

    2. The Maryland DREAM Act creates in-state status for active duty military families residing, domiciled, or stationed in Maryland as well as veterans who register within 4 years of discharge.
    The facts…
    Everyone agrees that this benefit should be provided to deserving military families and veterans in Maryland; and House Bill-519 and House Bill-756, both now under consideration in the Maryland General Assembly, would do just that without implementing SB-167.

    3. What’s wrong with educating undocumented immigrants?
    The facts…
    The Federal government* requires that Maryland taxpayers provide each illegal immigrant child with a free K through 12 education. In Maryland, the cost of this K-12 public education can be up to almost $200,000 per child, depending on the county. Maryland taxpayers have already paid more than enough!
    Furthermore, undocumented aliens cannot legally work in the U.S. Why should Maryland taxpayers subsidize a college education that cannot legally be used?
    * Stems from a 5-4 decision of the U.S. Supreme Court. 5-4 in 1982 (Plyler v.Doe) that bars public schools from denying enrollment to illegal aliens.

    4. It’s wrong to deny anyone a college education.
    The facts…
    No one is denied a college education. Illegal aliens can attend Maryland universities and colleges – they simply have to pay the same out-of-state tuition rate they would pay as an international student had they stayed in their home country. This is the same rate U.S. citizens who are not residents of Maryland pay as well.

    5. Where’s your compassion?
    The facts…
    Legal residents and international students who could not get into the Maryland College of their choice because they were displaced by illegal aliens truly deserve our compassion. Maryland families that cannot afford to subsidize the higher education of illegal aliens also deserve our compassion.

    6. These students were brought here as small children, they had no say in the matter and America is the only home they know.
    The facts…
    An illegal alien could come here in his or her teens and still qualify for in-state tuition. SB-167 simply says you must have attended a Maryland high school for 3 years. In fact,
    a significant portion of current illegal alien students are in fact teenagers when they illegally enter Maryland.

    7. To qualify, their family needs to have paid Maryland taxes for the last three years.
    The facts…
    Wrong! The law says the illegal alien student or parents must have FILED Maryland income tax forms for the last three years. Filing forms does not mean that one actually paid taxes, had taxes withheld or that your tax forms were even accepted by Maryland tax officials. Many illegal aliens who file returns don’t pay taxes and instead qualify for tax refunds.

    8. It’s a good investment in the long run to educate illegal aliens so that they can become productive, tax-paying members of society.
    The facts…
    Even with a college degree, it’s a felony to knowingly hire an illegal alien. And while some employers may choose to hire undocumented maids, dishwashers and yard workers, few employers will hire an accountant, engineer or doctor without checking their immigration status. The Federal Government already requires the use of the E-Verify Program to screen out illegal aliens from all federal contracts. So Maryland taxpayers will likely see no return on their “investment” in people who cannot legally work, vote or obtain a drivers’ license in the U.S.

    9. These people are already here, so we might as well accept them. You can’t round them all up and deport them.
    The facts…
    No one is talking about deporting or providing blanket amnesty illegal aliens. SB-167 is about subsidizing college educations for illegal aliens who have no legal right to be in Maryland.

    10. This law will only cost taxpayers $778 thousand in 2014 to $3.5 million in 2016.
    The facts…
    First, since there are hundreds of thousands of illegal aliens in Maryland, no one knows how many illegal aliens will take advantage of the in-state benefit or how many more illegal aliens will move to MD to take advantage of this subsidy. SB-167 is open-ended;
    there is no limit to how many illegal aliens can qualify and how much it could eventually cost.
    Second, we do know that SB-167 would have taxpayers subsidize illegal aliens for two years at Maryland’s community colleges for approximately $10,000 per student and two years at the University of Maryland (for example) at more than $34,000. That’s over $44,000 over 4 years per student. If just 1,000 illegal alien students attend Maryland colleges, a small fraction of the total college population in Maryland (UMD alone has over 26,000 students; Montgomery College 17,000 plus), that’s over $44 million in just 4 years, dwarfing the original cost estimates used by Maryland lawmakers.

    11. To qualify, males need to register for the draft.
    The facts…
    Young men already must register for the draft when they turn 18, even if they are here illegally. SB-167 would not impose any additional military obligation on illegal immigrants.

    12. To qualify, the student must sign an affidavit that he or she will file an application to become a permanent resident within 30 days after becoming eligible to do so.
    The facts…
    Filing for permanent residency, like filing tax forms, does not mean the application will be accepted or processed. Unlike the failed Congressional “DREAM Act” which would have granted amnesty to illegal aliens, the MD law does nothing of the sort. Moreover, many students will never be eligible for permanent residency because of immigration and other laws they may have already broken. Most importantly, SB-167 provides no mechanism to enforce this provision.

    13. Students admitted under the MD DREAM Act cannot be counted in the ratio of in-state students and therefore are not taking seats at our 4-year institutions from other Marylanders.
    The facts…
    The ratio of in-state and out-of-state students accepted at Maryland colleges and universities is not mandated by law and changes every year, so this statement is incorrect. In fact, SB-167 could make it more difficult for the children of legal residents to obtain a college education.
    Moreover, by displacing out-of-state American students and international students, both groups which pay the highest tuition rates, Maryland taxpayers will have to subsidize the
    difference between the in-state and out-of state rates. At the University of Maryland that’s the difference between $8,600 and $26,000 or $17,400 per illegal alien student per year.

    14. They and their families pay Maryland taxes, so it’s only fair they get Maryland tuition rates.
    The facts…
    Every year, many Maryland citizens and legal immigrants residing in Maryland are denied admission to Maryland universities even though they paid taxes. And unlike illegal aliens, these families didn’t break the law.

    15. It was the parents of these students who broke the law by bringing them here. Why should their children suffer?
    The facts…
    Unfortunate as it may be, children of criminals typically suffer from the bad choices of their parents. For instance, the children of incarcerated criminals may find themselves in unsatisfactory foster care. If illegal aliens were to be given the rights of citizenship after their parents knowingly broke our immigration laws, then the same line of reasoning would argue that the children of bank robbers should receive some of the money their parents stole.
    Illegal aliens always have the option of paying the full out-of-state tuition rate as students from other states and international students can do to attend the MD College of their choice.

    16. Eleven other states already give in-state tuition to illegal aliens.
    The facts…
    True, but 38 states do not. Several that do provide it (TX, UT, FL, WI) are considering ending this costly practice, and one state (SC) prohibits illegal aliens from attending state colleges at any tuition rate. Illegal aliens can move to states that provide more advantageous taxpayer services should they so desire.

    17. The students will still have to pay their in-state tuition. The MD DREAM Act doesn’t give them financial aid.
    The facts…
    At least not yet. History shows that once a state grants in-state tuition to illegal aliens, the next step for pro-illegal groups is to win financial aid for illegal alien college students. This has happened in Texas, New Mexico and California, among others at great additional cost to the taxpayers in those states.

    18. The MD DREAM Act doesn’t give these students an advantage. They will be competing with Maryland citizens for admissions on pure merit.
    The facts…
    Since most illegal aliens are ethnic minorities, they will likely receive preferential admissions treatment in order to meet the diversity goals of Maryland College and university admission offices. Montgomery College is already on record as doing this.

    19. The MD DREAM Act is endorsed by a long list of government, education, civic and religious groups.
    The facts…
    All these organizations benefit directly or indirectly from the presence of more illegal aliens in Maryland. Not one group that represents Maryland taxpayers has endorsed SB-167.

    20. Opponents of the MD DREAM Act are racist whites.
    The facts…
    Petition signers opposed to taxpayer-funded college tuition benefits for illegal aliens are a very diverse group representing multiple ethnicities, including Latinos, and a wide spectrum of Democrats, Republicans and Independents.

    When you read reports of Tom Perez, head of the Civil Rights Division of the DOJ meeting with illegals to assure them that their continued looting of this country is going to be protected and setting up hotlines for them to call the DOJ if they are not given everything they want, don't forget that Tom Perez is the past President of Casa de Maryland.
