If any of those 350 banks that accepts the matricula consular card has also accepted TARP funds, and assuming you are a stockholder of that bank than you should have standing to sue for damages. That is because the bank is negligent.

I went to a local BOA and; couldn't find a teller that spoke ENGLISH.

...and in case you didn't see this the first time.....Mexican matricula consular cards are NOT accepted as valid identification for Mexican nationals in Mexico....they are not accepted in Mexican banks for purposes of opening an account or for any transactions.....it's worthless in Mexico...it was created here in the U.S. to allow illegal aliens and the drug cartels access to U.S. banks.
