Keep reading, it laid out the terms, 2 years for the "process of prosecutorial discretion" by USCIS for the DACAs, subject to renewal. Details of the program were to come out within 60 days of the memo, please note, no "date" was put forth, because everyone knows when 30 days from June 15 is.

Oh come on, the two years was the term of each individually approved illegal's work permit and deportation deferment. It was not the end date of the DACA PROGRAM! The program, which included the opportunity for renewals, had not expiration date.

The only mention of 60 days in the memorandum is the time-frame ICE had to prepare and enact the program requirements into their mission and the time USCIS had, from the date of the memo, to implement the program. There was nothing in the memo about more details coming out in 60 days. The Napalitano memorandum was an executive action that established the program (Secretary of DHS can't make law).

DACA is not law, nor does it purport to be "law". It's a program to collect revenue through application fees for USCIS by issuing work permits to illegal aliens.

Duh, that's what is said with this: "The Napalitano memorandum was an executive action that established the program (Secretary of DHS can't make law)."

USCIS doesn't need a law to collect fees. It's independently funded by fees it collects.

So a federal judge is ordering the president to NOT enforce the law.
