    A Salem man who brokered the $60,000 sale of high-grade methamphetamine last month was sentenced today in Clackamas County Circuit Court to four years in prison.

    Arturo Madrigal-Lozano, 29, also is on an immigration hold and could be deported to Mexico after serving his sentence for delivery of meth.

    Madrigal was snared April 9 by an Oregon State Police narcotics task force. He negotiated the sale of three pounds of meth in the parking lot of a Wilsonville Mexican restaurant, said Steven Mygrant, a Clackamas County deputy district attorney.

    Three other men accused of participating in the transaction will go to trial on Aug. 12.

    Madrigal could have been sentenced to five years, but his prison term was reduced in exchange for his guilty plea. Circuit Judge Kathie F. Steele said she would have given Madrigal the full sentence but agreed to stick to the plea deal.

    Madrigal was sentenced under Measure 57 guidelines, a voter-approved initiative that increased prison time for certain property and drug crimes.

    Prior to Measure 57, which passed last year, Madrigal would faced a maximum sentence of 18 months and could have received probation, Mygrant said.

    There are almost 1200 inmates in the Oregon State Department of Corrections with ICE holds. The cost for just their incarceration alone is about $36 million a year. The federal government only reimburses Oregon about $6 million leaving Oregon taxpayers with a $30 million bill. The cost of methamphetamine to our society is of course incalculable.

    House Bill 3364 (Rapid REPAT bill) would reduce the cost by at least $9 million a biennium. HB 3364 would allow the state government to enter into a federal program run by ICE that would allow for the early release and deportation of certain illegal alien prisoners under very specific conditions.

    With the current state budget shortfall, passage of HB 3364 should be a priority. Unfortunately Speaker of the House, Dave Hunt (D-Clackamas), has not allowed it to go forward for a vote. His phone number is: (503) 986-1200.
