There is a new policy for how Houston police will handle illegal immigrants arrested for minor crimes.

Local leaders are keeping quiet, but some insiders are speaking up about the jail policy plan toward illegal immigrants.

Houston police have booked prisoners into city jails the same way for years.

But Mayor Bill White said that booking process is about to be changed, dramatically.

“And obviously the procedures and policy we’ve been working hasn’t been working or effective so anything we do is going to be an improvement,” said Hans Marticiuc, Houston Police Officer’s Union President.

HPD began holding high-level meetings and reviewing its inmate processing procedures after an illegal immigrant allegedly murdered an officer after a traffic stop.

While officers won’t question citizenship status on the street, they will once a person is taken to jail, no matter how minor the crime.

“It shows the pressure they’re under to change,” said Wanda Schultz, Protect Our Citizens. “We are grateful for that. We have been begging them for that much at least for years.”

Sources told 11 News everyone arrested will also now be fingerprinted—even those arrested for minor crimes.

HPD will also be working closely with ICE (Immigration and Customs Enforcement) to make sure illegal immigrants are not caught and released by police.

All the details are being worked out.

“Anytime you do procedural changes you have to look at how you carry it out, how it affects manpower, how it affects functions,” said Pat Trahan, City of Houston. “And once you make those determinations you can determine what you can carry forth.”

Sources said the city is now trying to pattern its booking procedures after Harris County’s, but the county is also making changes.

A memo obtained by 11 News tells deputies they too will be asking if prisoners are in the country legally—a question that until now, only federal agents were asking in county jails.

Police Chief Harold Hurtt and the mayor are scheduled to make an announcement regarding the change in HPD booking procedures on Sunday.

This policy review comes one week after Houston Police Officer Rodney Johnson was killed in the line of duty.

Juan Leonardo Quintero, an illegal immigrant who Johnson detained on a traffic stop, is charged with capital murder.

Mayor White said the city will make an official announcement on the policy review Sunday.

I wonder how many of the 28,000 American Citizens killed in the US since 2003 by Illegales were from Houston? I would imagine their pro-rata share which would be thousands... and nobody cared.

Now a police officer and I'm sure not the first to have fallen but with the TIMING 4 weeks before a national election with the Number One Issue being border security and enforcement of US Immigration law have been the catalyst to this long overdue action by the City of Houston.

The tragedy of all these deaths since 2003 is some days more than I can stand and remain professional. When I think about how many more since 2000....I could throw tomatoes at myself...for not seeing and not knowing earlier.

Well...we can't bring all our fallen fellow citizens back, but every day counts to prevent further loss of life from this invasion.

We will stay vigilant and hold this pond scum to the wire.

A new day is dawning for you all in Houston. You should start to see relief in the not too distant future.

As I've said, let this man's death NOT be for naught!! If it had to happen then at least let him leave a legacy.......he's now a catalyst to help protect his city, the very job he'd been hired to do in life. How sadly ironic.

Someone needs to go to Congress and make a plea for this insanity to stop. 28,000 american lives lost in 3 yrs when the news and everone else keeps talking about less then 3,000 lives lost in Iraq in the last 5 yrs and that is a war! I am not denigrating the loss of these soldiers lives, I have a nephew in Iraq in Ramidi on his second tour in less then 3 yrs, they are heroes nothing less, but how can Congress and our Senate and the news media completely ignore the loss of American citizens because of illegal aliens? Are these lives not as important as the lives of 3000 souls in the world trade centers or the soldiers we have lost, are they less then those other souls? I think not! Every night, Lou Dobbs, our hero, makes sure to say how many lives have been lost in Iraq, and that is good, they need to be remembered, so do these lost to illegals, maybe he should also say every night how many citizens have been lost to illegal immigrants, maybe then the rest of the American citizens who are fast asleep might fast awaken!

NITTY.......that's a great idea!! perhaps we can do a one day email campaign giving him the numbers and requesting that he begin to read them each night.

Someone in the US Congress through Ted Poe and perhaps Pete King have figured out how to get this information and tally it. If they could do it for a 3 year period, then they should be able to do it on a daily basis. OR, Lou could use the average daily...the 25 daily figure and run a Death Clock if they can't get a daily that fast on the homicides and drunk drivings.

Most people don't know this. In fact while we knew there were lots, the Ted Poe speech where he had figured it up or gotten the info from King was the first good handle I had on this number.

Every night on your program, you read the number of our soldiers killed in Iraq.I ask why you can't also read the number of American citizens who have been killed by illegal immigrants sneaking over our borders.The numbers killed in Iraq and on 911 are almost equal, 3,000.What about the 25,000 American lives lost to illegal immigrants in the last 3 yrs, or their lives of any less importance then the others Lou?
