    PANAMA CITY — Log onto the Bay County Sheriff Office’s Web site and you can read its immigration enforcement policy. It includes two Florida statutes on identity theft and a statement from Jose Madrid, who told the Associated Press he was leaving Bay County because construction companies had ceased hiring undocumented workers since the Sheriff Office’s immigration crackdown.

    Sheriff Frank McKeithen said his policy is simple.

    “If you have people knowingly possessing or using another person’s I.D., that is a crime,â€
