4 plead guilty in license plates for illegal immigrants scheme

Four people have pleaded guilty in a payoff scheme to obtain auto registrations and license tags for illegal immigrants in Shelby County.

Two of them worked in the office of the Shelby County Clerk. The other two were notary publics who investigators said charged immigrants to get car tags for them.

Those entering guilty pleas on Tuesday were office workers Konya Schumann and Paula Hanson as well as notaries Maureen Bowers and Amanda Cruz. They pleaded to charges of conspiracy to commit mail fraud and helping illegal immigrants avoid detection.

Prosecutors said the notaries gave the clerks cash payoffs to issue vehicle registrations to people for whom phony paperwork was submitted.
