MADRID, Spain Now that the Democrats will be running things in Congress, foreign governments that hadn't been able to push their own causes very far in Washington will be able to try again.

From Europe, there are likely to be renewed calls to shut-down the U-S holding facility at Guantanamo Bay in Cuba. European allies are also expected to demand more of a say in world affairs.

Mexico, meanwhile, could see the new Congress as an opportunity to change U-S immigration policies.

But analysts aren't exactly looking for big changes in all areas of U-S foreign policy. For example, on North Korea's nuclear program, Democrats themselves haven't been united on how to proceed. And in other areas, even a weakened American president still carries more clout than a united Congress.

Still, a German foreign ministry official is hoping the Democrats' victory will make U-S foreign policy "more open."
