    Texas Gov. Rick Perry plans to announce he will activate the Texas National Guard at a news conference Monday in Austin, said state Sen. Juan “Chuy” Hinojosa, D-McAllen.

    Hinojosa did not have details of the effort, but an internal memo from another state official’s office said the governor planned to call about 1,000 Texas National Guard troops to the Rio Grande Valley — at a cost of about $12 million per month.

    The memo was provided to The Monitor on the condition of anonymity because the information is not yet public.


    Troops are expected to enter the area gradually, building up to 1,000 after about a month, the memo said.


    The troops will join the Texas Department of Public Safety in its recent surge to combat human smuggling and drug trafficking amid the influx of mostly Central Americans illegally crossing the Rio Grande. Perry, Lt. Gov. David Dewhurst, and Texas House Speaker Joe Straus announced the $1.3 million per week effort last month.


    State leaders approved funding for extra DPS troopers to fill in gaps in Border Patrol coverage in the Valley as the federal authorities were overwhelmed with an influx of children and families from Central America. The state officials feared Mexican drug cartels might exploit the situation to move their own drugs and human contraband while Border Patrol attention was turned elsewhere.


    Hinojosa said Perry's move smacked of political gamesmanship.


    “All these politicians coming down to border, they don't care about solving the problem, they just want to make a political point,” he said.

    State officials denied the move amounted to a militarization of the border.

    “This is not a militarization of the border,” the memo states. “The DPS and the National Guard are working to keep any drug and human trafficking south of (U.S. Highway) 83 and with the goal of keeping any smuggling from entering major highways to transport East/West/and North.”


    DPS officials want to send National Guard troops into western areas of the Valley and the ranch lands further north, according to the memo.


    “Smuggling has supposedly according to DPS moved West on the border with an increase in Jim Hogg County," the memo states. "DPS especially wants to apply the Guard in the rural areas to patrol.”


    The National Guard deployment — added to the DPS surge — will bring the price tag of troopers on the border to about $5 million per week, the memo said. And the funding source for the effort remains unclear.


    “It is not clear where the money will come from in the budget,” the memo states, adding that Perry's office has said the money will come from “non critical” areas, such as health care or transportation.


    Hinojosa said the National Guard was not equipped to aid immigrants crossing the Rio Grande.


    “They (cartels) are taking advantage of the situation,” he said. “But our local law enforcement from the sheriff’s offices of the different counties to the different police departments are taking care of the situation. This is a civil matter, not a military matter. What we need is more resources to hire more deputies, hire more Border Patrol.


    “These are young people, just families coming across. They're not armed. They're not carrying weapons.”

    Texas Gov. Rick Perry is set to announce Monday that 1,000 U.S. National Guard troops will be deployed to the Rio Grande Valley, according to an internal memo detailing the plan obtained on Sunday.
    State Sen. Juan “Chuy” Hinojosa, D-McAllen, confirmed that Perry is set to announce the deployment on Monday.
    “Gov. Perry plans to hold a press conference tomorrow at 2 p.m. and he is calling up the National Guard to help out on the border,” Hinojosa said Sunday evening. “Of course, we are opposed to bringing up the National Guard. We do not need to militarize the border. These are families and children. We need to manage the situation.”
    The National Guard troops will be deployed to the Valley to join the Texas Department of Public Safety in its recent surge to combat human smuggling and drug trafficking amid the influx of mostly Central Americans illegally crossing the Rio Grande.

    “It would take a month to get 1,000 troops on the ground but they will only slowly call up the troops,” the memo states.
    Activating the National Guard alongside DPS personnel will bring Texas’ total cost of deploying additional resources to the surge to $5 million per week.

    1.000 NG? Comparisons have to start somewhere. TX is approx. 62% the size of Iraq. To secure Iraq we sent 150,000 of our troops plus Iraq had its own forces. We have in the USA up to tens of millions of invaders in our nation, I do not believe that Iraq had that large of a number. My point is this, whether it is a Governor, or the feds, sending anything less than 20.000 troops to our border it is only an appeasement, an appeasement that they are taking action, but it is not definitive action.

    Of course, defending the border should not be only TX job, truth is it is the feds job, but since Reagan was in office the feds never have, even after 9/11 while the President that experienced 9/11 would NOT secure the borders!

    Attack helicopters, armed drones, tanks, and 20,000 troops may be enough to convince the world that we are a sovereign nation and that we WILL stay a sovereign nation.

    If those that have been coming illegally for 28 years are such an asset, they would have been an asset to their own country! They were not an asset, they chose to run away rather than become a part of their nations solutions. When America cannot take care of them, they will repeat that behavior!

    I think the way this works is: if the Governor of a state deploys the National Guard within that state the state taxpayers pay for them.

    And if the Feds order the troops deployed the U.S. taxpayers all pay for it.

    I can't seem to find that info, but I'm looking.

    Can anyone confirm that?

    . . . States are free to employ their National Guard forces under state control for state purposes and at state expense as provided in the state's constitution and statutes. In doing so, governors, as commanders-in-chief, can directly access and utilize the Guard's federally assigned aircraft, vehicles and other equipment so long as the federal government is reimbursed for the use of fungible equipment and supplies such as fuel, food stocks, etc.

    This is the authority under which governors activate and deploy National Guard forces in response to natural disasters. It is also the authority under which governors deploy National Guard forces in response to man-made emergencies such as riots and civil unrest, or terrorist attacks.

    MCALLEN, Texas—Texas media outlets are reporting Texas Governor Rick Perry is preparing to deploy the Texas National Guard to portions of the Texas/Mexico border.
    State Senator Juan “Chuy” Hinojosa (D-McAllen) confirmed the pending announcement of Perry’s decision to deploy 1,000 soldiers from the Texas National Guard to the border. The goal of the guard deployment is to bolster the work of the Texas Department of Public Safety (DPS) State Troopers, according to Jennifer Saenz, a spokesperson for Sen. Hinojosa.
    “The senator understands that Perry wants this troop build-up, but is not sure what kind of federal approval he needs for it. He just knows he wants to deploy 1,000 troops there,” Saenz said in an article posted on the Houston Chronicle.

    Perry wants these troops to bolster the work already being done with a surge of Texas Department of Public Safety troopers, said Hinojosa's spokesperson, Jennifer Saenz, who added that the governor gave the Rio Grande Valley delegation notice prior to the planned 2 p.m. announcement on border security.

    The announcement comes amid a wave of growing resistance to the federal government's efforts to shelter the unprecedented 57,000 children from Central America who have crossed the border in the last nine months - double the number who made illegal border crossings last year.

    President Barack Obama has asked Congress to provide $3.7 billion in emergency funding to deal with the influx.



    Hinojosa, an attorney who served in the military during Vietnam, opposes the deployment of these troops.


    "My position is that we do not need to militarize the border," Hinojosa said, adding that the area has requested help for additional law enforcement and also resources to feed, clothe and provide health checkups for the large influx of juvenile migrants.

    Gov. Rick Perry has ordered 1,000 members of the Texas National Guard to the border in an effort to fend off people crossing the border illegally, but the troops are not expected to do much when they arrive.


    Texas Adjutant General John Nichols said his troops would simply be "referring and deterring" immigrants and not detaining people, the Associated Press reported.


    "We think they'll come to us and say, `Please take us to a Border Patrol station,'" Nichols said.

    Perry put out a statement defending his order, saying that it will “tackle this crisis head-on” but the White House slammed the deployment as an effort “to solve this problem though symbolism.”


    “I know that Governor Perry is hopeful that it will send an important symbol,” White House press secretary Josh Earnest said Monday. “What we're focused on is making sure that we have the necessary resources at the border to deal with this problem on a sustained basis, that by nature, a National Guard deployment is temporary.”


    For his part, Perry justified his action as a result of federal inaction.


    “There can be no national security without border security, and Texans have paid too high a price for the federal government’s failure to secure our border,” he said in the statement.

    Perry isn't the first Texan politician to make this move: President George W. Bush sent 6,000 National Guard troops to the border in 2006. President Obama eventually extended that deployment while ordering a second wave of National Guard forces to Texas, California, Arizona and New Mexico in 2010, the AP reported.

    The governor, who is widely believed to be weighing a second run for the Republican presidential nomination in 2016, made his intentions known to the White House when President Obama traveled to Texas two weeks ago.


    At the time, Perry asked for the National Guard to be called up and paid for by federal funds but since that was not ordered through the White House, the state will have to pay the $12 million price tag per month while they are deployed.


    Earnest said that the White House has not received any of the “formal communication that you typically get from a state official when they make a request like this.”


    More than 3,000 Border Patrol agents currently work in the region to deal with the tens of thousands of unaccompanied children illegally entering the country.

    ABC Evening News just said that the National Guard will not have the power of arrest.
    They can not detain anyone who wants to walk away from them.
    They will have weapons but they can not fire at anyone who runs away from them.
