    SALEM — Gov. Ted Kulongoski will issue an executive order today that will effectively prevent Oregon’s 120,000 illegal immigrants from obtaining driver’s licenses.

    And he is leaving it to the Legislature and agricultural and immigration groups to wrestle with the politically dicey question of whether to pursue his idea for a second-tier “driving onlyâ€
