Governor wants it both ways on volatile issue of illegals

Arizona voters' overwhelming approval of Proposition 200 in November sent a powerful signal to state officials that they no longer will be allowed to duck addressing illegal immigration by claiming it's entirely a federal issue. Yet Gov. Janet Napolitano still seems determined to play both sides.

As state Rep. Michele Reagan, R-Scottsdale, notes, the Legislature has passed several reasonable measures aimed at curbing incentives that are drawing the flood of illegal immigrants across our southern border. No one is claiming these measures alone will solve the problem, but they ought to help.
