A private citizen would be facing charges in some states, likely. It was reported that it was the agents personal gun. The next story you have posted (7/11 @ 11:17am) indicates a police gun? Stories have been strong about he was in S.F. for job related business. It still seems confusing at best, partially told or not truthfully told. None seem good options.

When a story first breaks reporters want to be the first to report any info. They will talk to anyone who will talk to them. Some people who don't know any actual facts, but want to be helpful, or see important, will tell the reporters something, anything, just to get quoted in the news. As time goes by the facts come out little at a time as the reporters connect with the people who actually know something and are in a position that allows them to give that info to the public. We should all know by now that the first info in the news is often corrected later on.
