So it appears that Bush got what he wanted. Wanted the appearance that he was doing something about border enforcement, all the while nothing was getting done and illegal immigration wasn't impeded. If that is all he wanted to do I sure wish he could have found a way to do it without wasting all the money.

This so called virtual fence was never meant to work because (a) they didn't want to secure the border and (b) the project allowed the government to transfer billions of dollars to government contractors under the guise of creating “virtual technologyâ€

The virtual fence was a Bush idea.
The project, called "Virtual Fence," was rolled out under the Bush administration in 2006 with much fanfare about how technology could help secure the border.

What are you talking about? Contractors may be required to give money back if the goods delivered did not perform to specifications agreed upon (stated in contract) or were defective as it appears may be the case here. I would assume there was a contract between Boeing and our government somewhere for the delivery and installation of this so called "border security" technology.

This is what we are dealing with.

"Boeing was paid the full amount of the contract as the DHS deemed that the failure of the virtual fence was not the company's fault. Boeing claims it spent twice as much on the virtual fence and has given the federal government a $2 million discount on future work. The building of a "virtual fence" along the entire border will generate billions of dollars in contracts."
