Actually we can seal the border de facto, just by enacting Universal E-Verify. That'll turn off the jobs magnet which is responsible for most illegal immigration.

We should help Central Americans, but we should insist on exercising some kind of oversight on spending, to make sure that the money goes to projects which will put ordinary Central Americans to work.
