Introduction

Analysis of a series of leaked memos from within the Department of Homeland Security’s highest ranks shows that the Obama administration has sought for the last year and a half to form a strategy to achieve amnesty for the illegal population without input from Congress. The goal? Ultimately, according to a June 2010 memo, the administration seeks to “reduce the threat of removal for certain individuals present in the United States without authorization.â€
