Ultimately, I think what will prevail is the desire to fix a system that everybody recognizes is broken.
The part of the immigration, citizenship, and nationality system that is broken and doesn't work will not be fixed by changing the immigration laws. New immigration laws will just be selectively enforced, and those new immigration laws the Executive Branch doesn't like will just be selectively ignored.

The only new law that makes any sense is dire and grievous punishment for not enforcing the laws.

In the case of an illegal alien who murders or kills while DUI, the top government official bearing responsibility for the illegal presence of that illegal alien shall pay in kind: an eye for an eye, a tooth for a tooth, suffering for suffering, pain for pain, a life for a life. In the case of an illegal alien who steals, the top government official responsible for the illegal presence of that illegal alien shall pay in kind fourfold: the official shall make fourfold restitution to the victim of the theft, in addition to any other fine or imprisonment required by the state.

And whoever kills an animal shall restore it; but whoever kills a man shall be put to death. You shall have the same law for the stranger and for one from your own country; for I am the Lord your God.
