Don't bet on it..they have NO PLANS to ENFORCE any border enforcement provisions, tirggers or no triggers, its all BS! We cannot trust them on this. If they were true to their word, Duncan's fence would be half done by now. Isn't that right, Mr. President! Durbin = No credibility on illegal immigration
