With the agreement to harmonize commerce and finance between the three countries, immigration law enforcement slacked off. Why enforce the immigration laws when the United States executive branch had taken up the EU banner, "Free movement of goods, services, capital, and people across national borders"?

"Amnistia!" became the slogan of the day. It didn't take long at all for the word to get out on the Mexican side of the border. The illegal aliens flooded across the Rio Grande in anticipation of a "Get Out of Mexico Free" card. But after so-called "Comprehensive Immigration Reform" went down in flames twice this year, the gold rush for a green card slowed to normal traffic - or less.
