Illegal immigrants found hiding in sand

Two illegal immigrants were found Wednesday hiding in sand in trailers that were being pulled by a truck at the Port of Entry, federal authorities said.
About 11:25 a.m., a U.S. Customs and Border Protection officer inspected a truck that was pulling two dump trailers. The driver was ordered to pull over for further inspection and later was told to unload the sand.
CBP officers found a 21-year-old man and a 38-year-old woman. The woman was coughing up sand and paramedics were called. Neither person required hospital treatment.
The man and woman, who are Mexican citizens, were arrested. The 48-year-old male driver, a Mexican citizen who lives in Tijuana, was being investigated, authorities said.

Importing sand?
Unless there is a shortage of sand in the USA that I hadn't heard of yet I would think that importing sand from Mexico would be enough to make CBP agents suspicious.
