The idea of this bill is to create a pilot program to immerse elementary age and secondary age students in a language...OTHER THAN ENGLISH. That's right. We have a tough enough time trying to get immigrant students to speak English through such dud programs as ESL and bi-lingual ed., so instead of immersing them in OUR language, let's immerse them in...oh, I don't know...French or Tagalog or Pig Latin.
