Benefits System Overhaul Expected to Expedite Results

Immigrants navigating the labyrinthine federal immigration benefits system usually learn a quick lesson: Better be patient, as it may easily take months or even years before getting a response on their applications.
But a long-awaited overhaul of the system is now in the works, and within a few years the application process will be dramatically streamlined — forms could be approved or rejected the same day they’re filed.
That’s the ambitious goal the U.S. Citizenship and Immigration Services, the benefits-side holdover from the defunct Immigration and Naturalization Service, has set for itself. To get there, it has tapped tech giant IBM to do the legwork with a five-year, $491 million contract.

A nation's immigration system is supposed to be optimized to benefit it's citizens not immigrants. A nation with no immigrants is bad for citizens a nation with an open door to immigrants is bad for citizens. It is up to the citizens to decide where they want to set the limit.

Please pardon my ignorance, but what the heck is the 'Immigration Benefits System"? I thought that everyone who comes to the US legally has to prove that they WON'T need any government assistance (with the exception of asylum seekers). Are they actually talking about Illegal Aliens Benefits System"?

My very thought, Scottimum! I believe what you stated used to be the system; now I think legal immigrants and their families are entitled to many of the same U.S. social system benefits as U.S. citizens. Perhaps someone really knowledgeable about this can enlighten us?
