    EL PASO, Texas (CBS4) — Refugees are staying in El Paso for days and sometimes over a week.

    Annunciation House says that’s because it can’t get the refugees to the airport or to bus stations.


    Ruben Garcia, the executive director of Annunciation House, said a refugee could have family elsewhere in the U.S. and even have money to buy a plane ticket, but the problem is there is often no way to get that refugee to the airport.


    “When we’re able to make the travel arrangements, by bus or by plane, for the families, and they need to move on, it’s very challenging for us to then transport the families from the different sites to the bus stations and to the airport,” Garcia said.


    Right now, migrants are staying in 27 hospitality centers and nine hotels across El Paso County and parts of New Mexico.

    Garcia said Annunciation House has spent $1million on hotels in the past five months.


    “Our bus transportation out of El Paso does not have the capacity. Even if our fairy godmother came and magically had a 1,000-cot facility open, we would find ourselves having to keep people not 24, not 48, not 72, 96 hours, (but) having to keep them here a week, eight days, because our bus capacity is not enough to help people move on,” Garcia said. “That’s a big issue. I don’t know how you handle that. I don’t know how I handle that.”


    Garcia hasn’t given up on his fairy godmother. He said he’s currently looking for a warehouse-type building to use as a main shelter.


    Garcia said another problem is that current regulations do not allow for U.S. Immigration and Customs Enforcement to transport migrants for longer than eight hours at a time, making it impossible to bring anyone to the Dallas-Fort Worth area.


    “That’s something that our legal project is looking into: What exactly is the guideline that limits the ability of ICE to transport families beyond those eight hours? How exactly is that guideline written, and is there any way to work with that so that it’s possible to see if we could transport some families to the Dallas-Fort Worth area and then elicit churches to receive them there? Because the transportation hub in the Dallas area would obviously be larger than it is here in El Paso,” Garcia said.


    El Paso Mayor Dee Margo said he is looking into how to change that rule.


    “ICE has a contract that limits the travel on buses to eight hours, and we need longer if we’re going to go to Dallas, if we’re going to go to San Antonio," Margo said. "That’s what we’re going to inquire of ICE, if they can amend their contractual obligations with their bus transportation services to go longer than eight hours, which would alleviate some of the concerns we have.”


    El Paso Fire Chief Mario D’Agostino said when city leaders meet on April 29 they will discuss potential long-term solutions for transporting refugees to transportation hubs in El Paso in a more timely manner.

    We are not their Travel Agent, not their Uber driver, not their Motel 6, not their Wal-Mart and not their Denny's!!!

    Send them back!
