    ATLANTA - Implementing a border security program with Mexico before considering a guest worker program could become a key point in Congress' upcoming negotiations over immigration reform, Sen. Johnny Isakson, R-Ga., said Monday.

    Isakson, who unsuccessfully pitched that idea to the Senate last month, said even colleagues who initially voted against his amendment are giving it a second look because of public outcry for tightening border controls.

    "I've had a lot of new best friends in the last few weeks as they went home and talked to their constituents," said Isakson, who addressed illegal immigration Monday in a speech to more than 160 members of the Atlanta Rotary Club. "It's absolutely essential we secure the border."

    Isakson said he is optimistic Congress will pass reform legislation this year and that it will include border security mandates, largely because illegal immigration is at the forefront of voters' concerns.

    Athens resident Vivian Newton said she recognizes the issues are a large problem to tackle but agrees with the idea of starting with border protections.

    "I think the first thing to do is to stop it, and then after that, deal with the ones who are here illegally," she said.

    Concerned that federal lawmakers would be unable to agree on a solution, Georgia legislators passed their own state-level reform law this year requiring people to prove their legal status before receiving many tax-funded services and creating tax penalties for employers who use undocumented workers.

    Any national response will depend on the House and Senate being able to reconcile their differences after passing significantly different illegal immigrant bills. House and Senate members are expected to begin hashing out a compromise in a conference committee.

    The House bill focuses solely on enforcement and includes making being in the country illegally a felony while beefing up security measures like building hundreds of miles of border fencing.

    The Senate bill approved last month allows for a guest-worker program and a citizenship process to many undocumented immigrants now in the country.

    Isakson and Georgia's other U.S. Senator, Republican Sen. Saxby Chambliss, voted against the bill, saying it focused more on granting amnesty than border security.

    Isakson tried to get a provision inserted in the bill requiring security between the U.S.-Mexico border to be fully funded and operating before any guest worker program is implemented. His amendment failed 40-55.

    "It's doable," he said about his security requirements. "It's a matter of having the will to do it."

    Isakson estimated that it would take between $6 billion and $8 billion and up to two years to close the gaps along the border and make sure illegal immigrants sneaking into the country are properly detained.

    But not making the security commitment a requirement means repeating mistakes from the 1986 reform measure, which also called for stricter border crackdowns but legalized millions of illegal immigrants, Isakson said.

    Instead of fixing the problem of reducing unlawful residents, the estimated number of illegal immigrants has more than doubled to 11 million since that reform.

    "We need to secure the borders so that the way to come to America is the right way," Isakson said.

    Who is in control?

    I can proudly say those are my senators. Even the Democratic congressman from my district voted for HR4437.

    The funny thing -on the FOX channel the president was giving speech today , telling - "this is not an amnesty , we are just giving a chance to hardworking people , but they still have to stand in line / poor ! /
    and right after his speech one of the Senators is telling him -
    " Mister President , during the time you were speaking this is NOT an amnesty - the flow of illegals accross the border increased to 4% . He also said , " Please , do not use the word amnesty in your speeches , people do not understand it the right way - the word NO amnesty for them means - please , come , you are welcome - lol
