Also as far as "bad guys" our black market is huge now---IRS says they do not collect $500 billion every year. So there is a lot of cheating going on. I know because I worked in construction. Also, ID theft is a terrible event. Better to get held up and lose fifty bucks in your wallet than tens or hundreds of thousands from ID theft.
