Reid Stripped Amnesty from Iraq Spending Bill But H-2B Increases Remain

(May 21) CongressDaily AM today reports that Senate Majority Leader Harry Reid (D-Nev.) stripped the AgJOBS amnesty from the Iraq supplemental spending bill (H.R. 2642) last night as well as the increase in visas for employment-based permanent workers. Provisions to increase H-2B visas for unskilled seasonal workers remain in the bill. Please call your Senators to tell them to remove the H-2B visa increases as well, and to keep the AgJOBS amnesty and employment-based permanent worker increases off the bill.

    Capitol Switchboard: 202-224-3121

The H-2B provisions still in the bill, which were sponsored by Sen. Barbara Mikulski (D-Md.), would exempt from the annual cap of 66,000 any H-2B nonagricultural seasonal workers who were admitted during the previous three years. This could increase the annual number of H-2B workers to over 400,000 by FY 2011.

The Mikulski H-2B Amendment. This amendment, authored by Senator Barbara Mikulski (D-MD), will increase the number of unskilled H-2B guest workers by reinstating the returning worker exemption for a period of three years. This exemption (which expired last year) allows guest workers who entered the U.S. through the H-2B guest worker program in the previous three years to return without counting towards the 66,000 cap. This exemption could lead to exponential growth in the H-2B program, potentially increasing the number of unskilled H-2B guest workers by over 200,000 in just a few years.

Sen. Barbara Mikulski (D-Md) also slipped in an amendment supporting illegal immigrants in the supplemental bill. Mikulski hopes to extend a program for temporary workers to re-enter the country without being subject to the limits on H2B visas. In a Congress Daily article, she said, "If you like Maryland crabs, vote for this amendment.â€

Unfortunately, the H-2B low-sill worker increase is still in the Iraq Supplemental so your phone calls are still needed.

Please keep phoning your Senators throughout the day and ask them to strip the H-2B increase from the Iraq Supplemental spending bill. During your call, you may also want to express how pleased you were to learn that the amnesty and employment-based permanent workers were stripped from the bill.

If the AgJOBS amnesty weren’t bad enough, the Senate Appropriations Committee also attached more bad immigration measures.

Sen. Barbara Mikulski (D-Md.) increased H2B visas. These go to unskilled foreigners who take jobs in nonagricultural fields. They’re popular with resorts, landscaping, restaurants and hotels.

Mikulski exempted from the yearly H2B cap of 66,000 any visaholders from the previous three years. By the third year, that could translate into some 400,000 unskilled foreigners taking low-end American jobs. They’ll compete directly with the most vulnerable American workers, and our teens and college students needing to get started on the first rungs of the career ladder, where they learn basic job skills.

Also, Sens. Patty Murray (D-Wash.) and Judd Gregg (R-N.H.) added an amendment to “recaptureâ€
