ICE and Massachusetts police take wanted criminal off the streets

BOSTON - U.S. Immigration and Customs Enforcement (ICE) special agents assigned to the Document and Benefit Fraud Task Force working together with the Lowell, Mass., Police Department took a man wanted for murder in his home country off the streets and into custody May 1.



BOSTON - U.S. Immigration and Customs Enforcement ( ICE ) special agents assigned to the Document and Benefit Fraud Task Force working together with the Lowell, Mass., Police Department took a man wanted for murder in his home country off the streets and into custody May 1.

ICE arrested Carlos Alexandre Luz, 27, a national of Brazil, in Haverhill, Mass., without incident. Luz has been charged with immigration violations.

Luz was targeted for arrest after an investigation revealed that he is wanted on a warrant in Brazil. ICE, working with task force members and other law enforcement partners, was able to determine that the warrant, issued in the State of Esporito Santa, Brazil, is for homicide.

"The United States is not a place criminals can run to instead of facing charges in their home countries," said Bruce M. Foucart, special agent in charge of ICE's Office of Investigations in Boston. "I want to send a strong message to criminal aliens in Massachusetts, and elsewhere, that ICE will be going after you to keep the streets of Massachusetts safe.

"This case highlights how successful law enforcement partnerships, such as with the Lowell Police Department, can ensure dangerous people are taken out of our communities," said Foucart. "It is something we are doing every day in Massachusetts and other parts of the country to remove criminal aliens from the United States."

Lowell Police Superintendent Kenneth Lavallee stated, "This arrest points out the importance of collaborative efforts between local police departments and ICE. A dangerous criminal has been removed from the streets of Lowell making the entire community a safer place."

Luz has a criminal history that includes a recent arrest in Lowell on March 12, on charges of Attempt to Commit Mayhem and Assault and Battery.

Luz is being held in ICE custody pending a hearing before a federal immigration judge.
ICE was assisted in this investigation by the Lowell Police Department and task force members from the Massachusetts State Police, U.S. Secret Service, U.S. State Department Diplomatic Security Service and the Bristol County Sheriff's Department.
