Montgomery man convicted of transporting prostitutes
Thursday, Dec. 28, 2006

A Wheaton man was convicted last week for his role in a conspiracy to shuttle prostitutes from New York and New Jersey to Prince George’s and Montgomery counties.

Six other defendants already have pleaded guilty to the scheme.

Jair Francis, 33, was convicted of prostitution conspiracy, conspiracy to harbor illegal aliens and aggravated theft in federal court in Greenbelt.

The defendants in the case had rented homes and apartments in Maryland to house the prostitutes for a week at a time, according to court documents.

Francis had been paid by three other people for information about law enforcement activity regarding their prostitution business, according to the Department of Justice. He also used someone else’s name and social security number without permission to lease an apartment that was used for prostitution.

Two of the individuals who paid Francis for information – Elsy Aparicio, 31, and Olinda Aparicio, 65 – have pleaded guilty.

Francis faces up to 17 years in prison on the charges, and is scheduled to face sentencing on March 16.
