One ICE raids are reinstituted a lot of the wind will be taken out of their sails. ICE doesn't REQUIRE local cooperation anyway. ICE's authority would likely be challenged but I think even the 9th Circuit would uphold ICE's duties.

The businesses that have become dependent upon illegal aliens would start whining but they probably wouldn't want to invest in legal challenges.
