Latest immigration efforts focus on enforcement
Legislation, work rule arise after Senate failed to pass broader overhaul.
By Nicole Gaouette
LOS ANGELES TIMES
Friday, August 03, 2007
WASHINGTON — Republican senators Thursday introduced a bill filled with immigration enforcement measures, the latest in a range of efforts across government to crack down on illegal immigration after the Senate's failure this summer to pass a broader overhaul.
The bill would tighten enforcement on the border, in the country's interior and at work sites. It would make it easier for agents to seize smugglers' cars at the border, mandate jail time for individuals who overstay their visas and turn closed military bases into detention facilities.
The bill's sponsors, who include both supporters and opponents of the recently failed legislation, said their measure was meant to restore government credibility on immigration enforcement and thereby smooth the path to comprehensive overhaul.
"It's a place people can go to see what we mean when we say 'enforcement,' " said Sen. Jon Kyl, R-Ariz., who described the bill as "a compendium of all the law enforcement-related things we thought were important in the debate."
The new measure comes as momentum is building behind bolstering enforcement measures at all levels of government. The Bush administration is set to unveil a rule making it tougher for businesses to hire illegal immigrants. An upcoming report is expected to show that state and local governments introduced record numbers of immigration initiatives in the first six months of 2007.
In the business measure, federal officials are planning a crackdown on illegal immigrants that would force businesses to fire them or face stiff penalties. But the effort also could cause serious headaches for millions of U.S. citizens.
The Department of Homeland Security is expected to issue a rule outlining how businesses must respond when they receive notice that there are discrepancies in a worker's tax records.
Many businesses simply ignore such notices. Under the new rules, employees would have a limited time to contact the Social Security Administration to correct the information, or face termination.
The rule would transfer more responsibility for enforcement to companies — part of a Homeland Security effort to break through the complacency that some officials say the corporate world has about illegal workers.
However, the planned crackdown has provoked concern because many of the errors are benign: misspellings or incorrect birthdates in records of citizens or legal immigrants. There are errors in the records of an estimated 12.7 million U.S. citizens alone, and workers rushing to correct these errors could swamp Social Security offices.
Those who want tighter restrictions on immigration say illegal immigrants will leave of their own accord if existing laws are more strictly applied. But some immigrant advocates say they are concerned by the proliferation of enforcement measures in Congress.
"It feels like a tsunami coming at us, and we're standing on the beach with a snorkel and fins," said Angela Kelley of the National Immigration Forum. "It means there will be a period of time where people will have to feel some pain."
Kyl and Sen. Lindsey Graham, R-S.C., both authors of the defeated immigration bill, co-sponsored this new bill with Sen. John McCain, R-Ariz., and one of their former opponents in the immigration debate, Sen. Jeff Sessions, R-Ala.
Kyl said he does not expect the bill to pass in its current form but anticipates that lawmakers will use it as a reference.

The least McCain can do is support and pass a bill that ends the illegal alien scourge in our country. I'll appreciate his efforts in that regard if he does, but he has shown himself incapable of being a senator or a president of this country.
Kyl said he does not expect the bill to pass in its current form but anticipates that lawmakers will use it as a reference."We have decided man doesn't need a backbone any more; to have one is old-fashioned. Someday we're going to slip it back on." - William Faulkner

Maybe he's finally getting the message that this time around Americans mean business."Doing the same thing over and over again and expecting the same results is the definition of insanity. " Albert Einstein.

While I want border security, I am wondering if we aren't focusing too much of our effort there. While we are being lulled by promises, and so far that is all they are, of a fence, and so forth, they are not implementing something that would allow employers to bring in more in some 'legal' way and also some form of citizenship.
