I've read before that that was exactly what a lot of people were doing...passing dope and money back and forth through the fence...not to even mention the human smuggling that was so easy. I believe the article said it was easy for human and drug smugglers to blend in with the crowd and at some points the fence was less than 1/2 mile from a U.S. highway.

No. What they are doing is adding a second fence 20 yards away so that people can't get close to this fence and only the border patrol can get between the 2 fences. The fence in the picture is near the ocean and is designed this way so that in a storm the ocean water can go through it without taking it down.
