    Members of Chinese Alien Smuggling Organization Arrested

    SAN JUAN, Puerto Rico, Nov. 27 /PRNewswire-USNewswire/ -- On Oct. 26,
    2007, a federal Grand Jury issued a 21-count indictment charging 15
    defendants in the District of Puerto Rico and in the Dominican Republic for
    participating in an alien smuggling organization operating out of the
    Dominican Republic, Puerto Rico and elsewhere, announced U.S. Attorney Rosa
    Emilia Rodriguez-Velez of the District of Puerto Rico and Manuel
    Oyola-Torres, Special Agent in Charge of U.S. Immigration and Customs
    Enforcement (ICE) Office of Investigations in Puerto Rico. The organization
    dedicated itself to transporting, moving, concealing, harboring and
    shielding of aliens, and smuggling foreign nationals into the United
    States, through Puerto Rico.

    Defendants Zhongguo Wu; Hongwei He; Alberto Ching De La Hoz; Xirong
    Feng; Jin Pei Feng; Weixion Zeng; Yanyi Ng; Yong Quan He; Wu Feng Feng; Guo
    Rong Feng; Yihuan Wu; Yong Ping Wu; Lorenzo Fong; Mei Lan Wu; and Jiang
    Shen Feng are charged with carrying out the conspiracy from on or about
    Oct. 7, 2005, through July 6, 2006, in the District of Puerto Rico.

    On Nov. 15, 2007, ICE agents arrested 12 defendants in the
    municipalities of Rincon, Ponce, Las Piedras, Carolina, Bayamon and Vega
    Baja, Puerto Rico. Two defendants, Xirong Feng and Hongwei He, remain at
    large.

    As part of the conspiracy, co-defendants Zhongguo Wu, Hongwei He,
    Alberto Ching De La Hoz and Xirong Feng requested an ICE confidential
    informant to assist them in the aliens' transportation to the United
    States. They arranged the transportation and moving of People's Republic of
    China foreign nationals or aliens, from the Dominican Republic into the
    United States, that is, Puerto Rico. Other co-defendants coordinated and
    delivered the foreign nationals to other members of the conspiracy at
    various locations and received payment from several of these co-defendants,
    as agreed.

    Upon conviction of one or more of the offenses alleged in Counts One
    through Nineteen of the Indictment, the captioned defendants shall forfeit
    to the United States any and all property, real or personal, that was used
    to facilitate, or was intended to be used to facilitate the commission of
    the offense, including but not limited to the following money judgment: a
    sum of money equal to $149,400, in United States currency, representing the
    amount of money used to facilitate, or was intended to be used to
    facilitate in the commission of the offense.

    "These arrests are the result of the intense teamwork coordinated by
    federal law enforcement agencies in Puerto Rico. We will continue to
    prosecute these criminals who threaten the United States' border security
    and risk people's lives, for their own personal profit," said
    Rodriguez-Velez. "The U.S. Attorney's Office in Puerto Rico will vigorously
    prosecute smugglers involved in human trafficking operations, and will
    continue its efforts to deter and eradicate these criminal enterprises."

    "ICE will continue to seek the prosecution of unscrupulous smugglers
    who operate ruthlessly with no regard for the human beings whose lives they
    endanger," said Manuel Oyola Torres, special agent in charge of the ICE
    Office of Investigations in San Juan. "Working with many local, state and
    federal law enforcement agencies, ICE is committed to identifying and
    dismantling these illegal underground transportation organizations, and
    prosecuting those involved."

    If convicted, the defendants face a maximum term of imprisonment of ten
    years, with fines of up to $250,000.

    The case was investigated by ICE and is being prosecuted by Assistant
    U.S. Attorney Lynn Doble-Salicrup.

    The public is reminded that an indictment contains only charges and is
    not evidence of guilt. The defendants are presumed innocent and are
    entitled to a fair trial and the government has the burden of proving guilt
    beyond a reasonable doubt.

    This doesn't surprise me. I mean the whole world must be laughing at us with our border situation. Of course everyone and their grandmother will try to get in...
