This sounds like he wants diplomatic status for Mexican citizens that are in this country without the proper permission. I seems that he is extending the protection of Mexico to Mexicans outside of his jurisdiction. At the same time, he is encouraging his countrymen to come here and multiply and live off of the US taxpayers.
