Human Rights violated at MEX detention center

    TRANSLATED FROM:
    http://www.eluniversal.com.mx/primera/30184.html

National Commission of Human Rights documents cruel treatment of migrants.

The National Commission the Human Rights (CNDH) verified that personel of the Department of Health in Coahuila obligated 28 immigrants to be introduced a rectal sprinkler in order to carry out a medical analysis.

Thus, the agency documents a new modality of "cruel, inhuman and degrading" treatment in migratory stations.

It maintains that in November and December of 2006, 20 men, six women and two under age central americans were obligated to be introduced a rectal sprinkler of almost 20 centimeters of length to detect Colera and were threatened that by not doing it a nurse would do it and they would be detained for three months.

The CNDH indicated that the sanitary norm is done only in the event that the migrant comes from a country with history of Colera or is has diarrhea more than five days, situation which wasn't the case of the 28 migrants.

The agency accuses that the National Institute of Migration (INM) "which intends to be excused of the breach of their obligations" upon arguing that "it doesn't have personnel that supervise the performance of the medical department, since they do not have the preparation or skill to determine if the actions of auscultation or medical review are the appropriate".

The CNDH emitted the recommendation 63/2007 to ask the governor of Coahuila that act against the doctors involved and to give instructions so that the rectal sprinkler be applied only under supervision, prevention, control and management of Colera, and with care to human dignity.

    Documenta CNDH cruel to immigrants

The National Commission for Human Rights (CNDH) found that staff of the Ministry of Health of Coahuila forced 28 immigrants to introduce a rectal swab for analysis doctor.

Thus, the agency documents a new form of "cruel, inhuman and degrading treatment" in migrant holding centres.

He contends that in November and December 2006, 20 men, six women and two minors of Central American origin were forced to introduce a rectal swab of nearly 20 centimeters long to detect cholera and under threat that failure to do so would make it a nurse or be insured for three months.

The NHRC noted that the standard health endorse such evidence only if the migrants come from a country with outbreaks of cholera or has diarrhea for more than five days, a situation not substantiated by the 28 migrants.

The agency charged that the National Migration Institute (INM) "aims excuse for non-compliance with its obligations" to argue that "there is no staff to monitor the performance of the medical department, because they have no preparation or expertise to determine whether the actions of auscultation or medical review are appropriate.

The NHRC 63/2007 issued the recommendation to ask the governor of Coahuila to begin proceedings against the doctors involved and rotate instructions for application of the consideration of the rectal swab only for surveillance, prevention, control and management of cholera, and s commitment to human dignity.

Use of Dipsticks for Rapid Diagnosis of Cholera Caused by Vibrio cholerae O1 and O139 from Rectal Swabs

We evaluated the recently developed dipsticks for the rapid detection of Vibrio cholerae serotypes O1 and O139 from rectal swabs of hospitalized diarrheal patients after enrichment for 4 h in alkaline peptone water. The sensitivity and specificity of the dipsticks were above 92 and 91%, respectively. The dipsticks represent the first rapid test which has been successfully used to diagnose cholera from rectal swabs, and this would immensely improve surveillance for cholera, especially in remote settings.

Persons infected with cholera have massive diarrhea. This highly-liquid diarrhea is loaded with bacteria that can spread under unsanitary conditions to infect water used by other people. Cholera is transmitted from person to person through ingestion of feces-contaminated water loaded with the cholera bacterium. The source of the contamination is typically other cholera patients when their untreated diarrhea discharge is allowed to get into waterways or into groundwater or drinking water supply. Any infected water and any foods washed in the water, and shellfish living in the affected waterway can cause an infection. Cholera is rarely spread directly from person to person. V. cholerae occurs naturally in the plankton of fresh, brackish, and salt water, attached primarily to copepods in the zooplankton. Both toxic and non-toxic strains exist. Non-toxic strains can acquire toxicity through a lysogenic bacteriophage. Coastal cholera outbreaks typically follow zooplankton blooms. This makes cholera a zoonosis.

I'm not sure I see the problem here? I mean, have you ever heard of a colonoscopy? Talk about inhumane treatment!

Seriously though...if it's an immediate way to detect cholera and prevent it from spreading, then it seems alright to me.

I swear, it's gotten to where if you look sideways at an illegal immigrant they scream abuse
Calderon was absolutely right when he said...."Where there is a Mexican, there is Mexico".

What struck me while reading this is we have people coming to the USA who have CHOLERA and our Government seems oblivious to the threat all these diseases pose to American citizens.

Wow, so these illegals would rather have cholera spread and die from it, than be checked with a cotton swab?!?!? Okay, give them what they want then and let the chips fall where they may!

I can't understand the utter stupidity of some people!
